| Title: | Uma análise das prioridades sociais dos participantes do Orçamento Participativo em Porto Alegre, 1997-2016 |

| Abstract (native): | Este estudo tem como objeto central investigar as prioridades sociais eleitas nas regiões do Orçamento Participativo (OP) em Porto Alegre entre 1997 e 2016. São objetivos específicos a discussão dos processos democráticos representativo e participativo, a apresentação do funcionamento do OP em Porto Alegre, a discussão de quem são os participantes nas regiões participantes do OP e a análise da evolução das prioridades eleitas pelas regiões. A metodologia utilizada no estudo partiu da análise da literatura do funcionamento do OP na cidade de Porto Alegre, num segundo momento, utilizou-se das pesquisas sobre o perfil dos participantes do OP. A seguir foi examinado a evolução das prioridades sociais escolhidas nas diferentes regiões do OP em Porto Alegre no período 1997-2016. Os resultados indicam a seguinte ordem de importância quanto ao quantitativo geral das prioridades escolhidas pelos participantes no período de 1997 a 2016 nas assembleias do OP: Habitação, Saúde, Educação, Circulação e Transporte e Assistência Social. |
| Abstract (english): | The central objective of this dissertation is to investigate the social priorities chosen in the Participatory Budgeting, PB, regions in Porto Alegre between 1997 and 2016. Among the specific objectives are the discussion of representative and participatory democratic processes, the presentation of the functioning of the PB in Porto Alegre, the discussion of who are the participants in the PB regions and the analysis of the evolution of the priorities chosen in the regions. The methodology employed in this study started from the analysis of the literature on the functioning of the PB in Porto Alegre, in a second moment, it used research on the profile of the OP participants. Next, the evolution of the social priorities chosen in the different regions of the OP in Porto Alegre in the period 1997-2016 was examined. The results indicate the following order of importance regarding the priorities chosen by the participants in the period from 1997 to 2016 in the OP assemblies: Housing, Health, Education, Circulation and Transport and Social Assistance. |
