Abstract

This dissertation addresses football not only as a sport, but as a phenomenon of cultural expression in Brazil and a means of social advancement for a portion of the population that was initially excluded. Introduced into the country as a form of leisure for immigrants and the elite, football quickly became the preferred entertainment of the population and a path to social mobility for blacks and the poor, especially with the possibility of professionalizing athletes. In the context of the transformations of Brazilian football, the uncertainties regarding its popularization and the resistance to the inclusion of the less favored classes stand out. In this scenario, Getúlio Vargas' rise to power brought significant changes, with the prioritization of social issues and the regulation of professions as part of his political project. The study was structured in three parts. The first analyzes the evolution of labor policies implemented by Vargas, focusing on professional regulation. The second part examines the trajectory of Brazilian football and the process of professionalization of players. Finally, the third part investigates the direct influence of the Vargas government on the development and consolidation of professional football in Brazil. The main objective of this dissertation was to identify the impact of the regulation of professions during the Vargas government on the process of professionalization of football athletes. The research demonstrates how labor policies contributed to the institutionalization of football as a professional activity, consolidating its social and economic relevance in the country
